A joint task force consisting of senior officials from Immigration, Refugees and Citizenship Canada (IRCC) and the Canada Border Services Agency (CBSA) will investigate individual cases of international students who were deceived by a fraudulent acceptance letter scam, according to Immigration Minister Sean Fraser. The task force will analyze each case to determine if the students were victims or accomplices in the fraud. Pending removal orders against the students will be temporarily halted during the examination process.
The affected international students came to Canada between 2017 and 2018 on student permits and were issued “fake college admission letters” by an immigration consultant named Brijesh Mishra, based in Jalandhar, India. After arriving in Canada, the international students were informed by the consultants that they could not enroll in the specified colleges and were instructed to change institutions. Many of the international students completed their studies, started working, and applied for permanent residency before discovering the fraudulent nature of their offer letters.
Fraser emphasized that innocent victims of the scam would not face penalties. Those found to have been genuine applicants and unaware of the fraud will be granted permission to stay in Canada for a few years, allowing them to complete their studies or work. While the media initially reported a higher number of affected students, Fraser clarified that the actual number was in the dozens, though he acknowledged the presence of thousands of bad-faith actors attempting to exploit Canada’s immigration system.
