Canada Strengthens International Student Program to Combat Fraud and Enhance Protection

Canada is making changes to its International Student Program to enhance the protection of international students from fraud. The Minister of Immigration, Refugees and Citizenship, Marc Miller, announced several measures:

Enhanced Verification: Starting December 1, 2023, post-secondary institutions must verify every applicant’s letter of acceptance with the Immigration, Refugees and Citizenship Canada (IRCC) to prevent acceptance letter fraud and ensure that study permits are issued only to genuine applicants.

Recognized Institution Framework: By fall 2024, IRCC will implement a “recognized institution” framework that prioritizes post-secondary institutions providing higher standards of support and services for international students.

Post-Graduation Work Permit Reforms: IRCC will assess the Post-Graduation Work Permit Program criteria and make reforms to align it with Canada’s labour market and immigration goals.

These changes aim to protect the integrity of the International Student Program, combat fraudulent actors, and enhance the benefits international students bring to Canada. Canada is determined to ensure that international students have a positive experience while studying in the country and that their presence benefits Canada’s growth and aspirations. This move is part of broader initiatives to enhance Canada’s immigration system and strengthen partnerships with educational institutions, provinces, territories, and organizations to maintain program integrity.
