Effective January 22, 2024, international students at the college or undergraduate level must include a Provincial Attestation Letter (PAL) with their study permit application.
Provincial Attestation Letter (PAL) Requirements:
- Applies only to all NEW COLLEGE AND UNDERGRADUATE Applicants
- Applications WITHOUT PAL will be REJECTED
- Province and Territory government will CONFIRM that issuance of PALs is within their CAP Limit
Key Timeline:
- Policy Effective for all applications submitted after 8:30 a.m. ET on January 22, 2024
- Provinces and territories must establish PAL issuance procedures by March 31, 2024
